What is your C-36 number?
California licenses plumbing contractors under C-36. The number can be checked on the license board's site in under a minute.

Is the permit in the quote?
A replacement or install in Tustin needs one from the City. It should be on the written quote, not a surprise afterward.

Will it have two straps?
California has required new and replacement water heaters to be braced against earthquakes since 1991, and the codes call for at least two straps.
