Stop the water if it is leaking
Close the cold-water valve on the line above the heater. Turn a gas heater's control to pilot or off, or switch an electric heater's breaker off.

Run a hot tap and a cold tap
If only the hot side is weak, cold or gone, it is the heater or the valve feeding it. If the cold side is weak too, call your water supplier.

Check the valve above the heater
The City of Tustin's own advice: make sure it is fully open. Even a partly closed valve cuts hot-water pressure.

Note what you hear and see
Rumbling, a pilot that will not hold, rusty hot water, a dripping relief valve. Each one narrows the fault before we arrive.
When a tank fails is mostly predictable
Ten to twelve years is the typical life of a tank, and the label on yours says how far along it is.
Most tank failures do not arrive without warning. Hot water that runs out sooner, a rumble as the burner fires, a little rust on the hot side, a weep at the base — those come first, often for months. Replacing a tank in that window is a scheduled job at a time that suits you. Replacing it after the base gives way is a same-day job with water on the floor.
Tustin makes this easier to judge than most places, because so many streets were built at once — Tustin Meadows from 1967, Peppertree from 1973, Tustin Ranch from the mid-1980s, Tustin Legacy from 2006. When the tanks around you start going, yours is likely the same age.
