Why would my hot water not work but my cold water does?

Because the fault is at the water heater or the valve feeding it — that is exactly what a hot-side-only problem tells you. The City of Tustin's own guidance says the same: if low pressure is only affecting the hot water, there could be a problem with your water heater, and the first thing to check is that the shut-off valve near the heater is fully open. After that, the usual causes are a pilot that has gone out, a failed electric element, a tripped high-limit reset, or sediment restricting the outlet. If the cold side is weak too, it is not the heater at all — call your water supplier, the City of Tustin's Water Services Division or IRWD, whichever your bill names.

What is the most common cause of no hot water?

On a gas tank, a pilot that has gone out, usually because the thermocouple that keeps the gas valve open has failed. On an electric tank, a burned-out heating element or a tripped high-limit switch. On a tankless unit, an ignition fault or a clogged inlet filter. Before any of those, two checks that cost nothing: run a cold tap to make sure the problem is the hot side only, and make sure the valve on the cold line above the heater is fully open. Do I need a permit to replace a water heater in CA?

Yes, in Tustin. The City of Tustin's Building Division lists replacements and change-outs of plumbing and mechanical systems among the work that requires a permit, and a water heater is both. Separately, California law requires every new or replacement water heater to be braced, anchored or strapped against earthquake movement, and the codes call for at least two straps. Both are part of the job, and both belong on the written quote rather than being added afterward. A repair that keeps the existing heater in place is a different matter.

What's the average lifespan of a water heater?

About ten to twelve years for a tank, and the label on the side gives its manufacture date. Tankless units generally last longer. Why am I only getting 5 minutes of hot water?

Something is taking up or bypassing the tank's capacity. The usual causes are a broken dip tube, which lets incoming cold water mix at the top of the tank; a failed lower element on an electric heater, which leaves only the top section heating; heavy sediment in the bottom of a gas tank; or a tank that is simply too small for the household. Check first that the hot side is the only problem and that the valve above the heater is fully open. Most of these are repairs in the estimated $150 to $450 range; an undersized tank is not.

Should I be worried if my water heater is making noise?

Not usually, but it is telling you something. Rumbling or popping as the burner fires is sediment on the bottom of the tank, where water trapped under it boils in small bursts; it costs efficiency and strains the tank over time, and a flush often helps on a younger tank. A tea-kettle whistle can be a restricted valve or scale. Hissing or sizzling can be water dripping onto a burner or an element, which is worth a look soon. What deserves an immediate call is noise together with a relief valve that is discharging — leave the valve alone and turn the heater off.
